Through applied research, strategic dialogue, and professional engagement with regional partners, the program examines how Israel-Gulf cooperation can evolve under changing regional and global conditions.

Its work aims to strengthen understanding of the region and support the development of informed, sustained engagement with the Gulf over time, helping to realize the broader and long-term potential of Israel-Gulf relations.

The Gulf region has become a central theater in Israel’s strategic environment, shaping its national security and diplomatic horizons. Israel’s ties with the Gulf states carry a still-unfulfilled potential for wider cooperation beyond security coordination alone. The program examines the next phase of bilateral and multilateral engagement, encompassing areas such as trade, energy, technology, finance, climate, and inter-faith relations.

The Israel-Arab Gulf Program focuses on how these relationships can be deepened and sustained over time, extending beyond formal agreements and initial frameworks.

Led by Professor Yossi Mann, the program creates opportunities for engagement with a wide range of actors across the Arab Gulf, with particular attention to the societal and economic dimensions of Israel-Gulf ties.
